Managing conflicts of interest in charities and societies

I have become aware since becoming involved in a charitable trust that there are some surprising management structures out there in well-meaning, dangerously innocent, trustee land. There appear to be some trusts set up at the instigation of a founder whose purpose is to provide himself with a job to wit, some of the former sportsmen who set up youth trusts. They seem to invite tame trustees on board and remain as a trustee or worse, to my mind, have themselves appointed as chair as well as the salaried or executive director or some similar title. Are they then, in effect, employing themselves, determining their own salary, allowances, performance levels etc? That management structure seems to me to be an unhappy state of affairs, at best, and riddled with potentially dangerous conflicts of interest.
