Nigerian Corruption: System is rife with abuse

The epic scale of graft within the Nigerian bureaucracy is well-documented. Out of 183 countries on Transparency International's most recent index of perceived levels of public-sector corruption, Nigeria ranks as the 143rd worst. Human Rights Watch was even more damning in a report last year, saying that graft "has turned public service for many into a kind of criminal enterprise".
