A call for democracy - ICSA General Meeting on Bye-law changes

“As a Past President, I do not want to damage our Institute's reputation by opening up to "public" discussion matters which should properly be resolved within the Institute.  However, the proposals coming before December's General Meeting are so important that I would like to encourage all members to attend and vote against the proposed changes to the Bye-laws.

The change to the Bye-laws proposed by the members would firstly, achieve a reduction in the currently unmanageable size of the Council of 28 persons and secondly, achieve a fairer representation of the membership.  The size of the Council would be reduced to 18 persons, which allows much more efficient, effective and economical leadership. The representation of each region will be directly determined by the number of members from that region.  The region will get one Council member for the first 1 000 members and another Council member for every 3 000 additional members. This will achieve the democratisation of our Institute, thus making it directly responsive to the membership.
